Oh wells, for clarification, basically if she ever tries to go buying from a store or stay at a hotel/inn, she will not be able to get anything. All the people within the city is not permitted to lend any sort of assistance, nor sell/trade with her.

I thought of that too xD... But she's not exactly kicked out of the city. She can still talk, but the people in the city may not sell/trade or assist her with shelter.

Hmm.. criminal might be a it too... weird? Outsider might somewhat work, but it doesn't give the feeling of being rejected by everyone within the city. The closest suggestion I got from another person in school was outcast, but that's similar to outsider as well xD...
